Executive Manager (Talent and Sector Development), Charities, The Hong Kong Jockey Club
Ms Elsie Tsang has 20 years experience in philanthropy. Currently, she is the Executive Manager, Charities (Talent and Sector Development) of the Hong Kong Jockey Club Charities Department. Her grant making and project management portfolio she manages covering social agenda of children in poverty, social exclusion, multiple pathway, school to work transition, youth disengagement, mental health, learning divide and social exclusion. At the times of COVID-19, she was responsible for co-ordinating the HK$100 million Emergency Fund to address community needs.
Prior to joining the Club in 2015, Elsie was the Assistant General Secretary of the Community Investment and Inclusion Fund (“CIIF”) Secretariat under the Labour and Welfare Bureau of the Government of the Hong Kong Special Administrative Region. She was responsible for grant making, strategy planning, stakeholder engagement, research and evaluation for the purpose of developing social capital (“SC”) in Hong Kong. She has been appointed as member of the SC.Net since 2016.
Elsie started off her career as a journalist and navigated her career in corporate communication, publication, media and public relations, and corporate social responsibility in major organisations in Hong Kong, including MTR Corporation, Hong Kong Productivity Council and Hong Kong Electric.
Elsie obtained a Bachelor Degree in Communication from the Hong Kong Baptist University, a Master Degree in Public Administration from the University of Hong Kong and a Master of Arts in Parent Education from the Chinese University of Hong Kong.
