Biography

Professor Alex Fan, M.H., is a Hong Kong barrister, PRC Greater Bay Area Lawyer, President of Hainan International Arbitration Court as well as Adjunct Professor of Hong Kong Baptist University (HKBU). He is a Member (Legal Sector) of the 6th Session of the Election Committee of the HKSAR. Alex currently serves as Council Member of Tung Wah College as well as IMC Manager of Raimondi College, Tuen Mun Catholic Secondary School and Pooi To Middle School. Alex is the founder and course director of the National Security Law Education Course of HKBU and he is appointed as Member of the Advisory Committee for National Security Education of HKBU. Alex has been appointed by the HKSAR Government to numerous advisory and statutory bodies, including Expert Advisory Group on Legal and Dispute Resolution Services, Working Group on Coordination and Liaison of the Steering Committee on Rule of Law Education, Youth Development Commission, Hong Kong Arts Development Council, Travel Industry Authority, Social Worker Registration Board, Appeal Boards Panel (Education) and Committee on Certification for Principalship.

Abstract:

National Education is an important component of values education in schools, with an objective to nurture young people into quality citizens who have a sense of belonging to our country, a sense of national identity and social responsibility. National Identity is listed in one of the seven learning goals of across primary and secondary education of Hong Kong.

National Education covers various interlocking areas, including Chinese history and our nation’s development, Chinese culture, geography, Constitution and Basic Law education, as well as National Security Education. Learning elements of National Education are infused in various subjects, such as General Studies for primary schools, Chinese History as well as Citizenship and Social Development for secondary schools.
